Chanteur Rock 'n' Roll US, Billy Harlan à débuté alors qu'il était encore à la High School. Il a appris à jouer de la basse, ce qui lui à permis de jouer avec des groupes. Sa première chanson qu'il a écrite a été enregistré par Hawkshaw Hawkins. En 1957, Billy devient le bassiste de Jim Reeves et en 1958, il enregistre son seul single chez Brunswick Records. Il enregistra aussi deux chansons pour Chet Atkins chez RCA Victor qui ne sera pas édité.
